well its not just as easy as that.. one can have 50,000 followers and still have a hard time getting anything from it! wat i mean is that there are still several factors that would greatly affect it (i.e. reputation, interaction, and etc)..

I completely agree with you.Interaction is quite a part in successful marketing.
Twitter is a great marketing tool for internet marketer, ne can do excellent marketing by using it effectively. But its unfortunate that many people think that following lots of people to make a follower base is a nice strategy.
Following too much people always increase noise in a channel.It keeps you away from potential costumers.
There are may tips for increasing your followers:
1) Tweet regular
2) Tweet in a peak hours or working hours (day time).
3) Tweet interesting articles.
4) Try to expose your twitter account with your blog or your other scial media accounts.(Integrating Facebook with Twitter is a great idea).
5)Ask others to recommend your profile to others. Recommend to @Mrtweet on Twitter.
6) Ask interesting questions to your followers.

I use a variety of free and paid for Twitter tools. To Find and Follow a user that is active in a specific niche, I use TwitSeeker. To create a Tweet to that will post to Twitter at a predetermined time, I use TwAitter.
Yes, Twitter is very useful for marketing, if done well.
